If Tera Lynn wants you to be able to read it for free, she will post it on her website. Most authors don't because they want to be paid for their work.
If someone copies her book and puts it on a file sharing website, that is theft. The person responsible can earn jail time and fines of $150,000.
Support authors by buying their books so they write more. Don't let people steal from them.
