What do I need to play TERA online? Can someone tell me about graphics cards?

Graphics card: ATI Radeon 3100 Graphics (SUPER BAD)







So my question is, what do I need to play this game really well without costing a fortune? I think I only need a new graphics card, but I heard some graphics cards aren't compatible with every pc. Your graphics card is out dated but graphics cards are all backwards compatible now so you can pick your self up a 100$ video card and it will play your game just fine:)
